Currently, the US has 17.1 % of population living below the poverty line, and Japan’s poor people have increased to more than 15% of the country population since 2007 ( I have heard its around 20% currently ) . Whereas, China had 10% of population lived in poverty in 2004 and the number is decreasing rapidly.
Can anyone give me some insights what these 2 governments ( the us and japan ) should do to help their poor people and to stop the expansion of population living in poverty ? Thanks.

As this question is not about China when you need to ask it in the correct section but here is a short answer.
Efforts to alleviate poverty use a disparate set of methods, such as advocacy, education, social work, legislation, direct service or charity, and community organizing.
Poverty levels are different from country to country and so data regarding it is bias and open to meaning.
Poverty line is $ 11,161 per year in the USA, where as in China it is $ 175 and has not been changed for 20 years, despite such growth. With such a low, unfair, baseline for China it will swing the results in their way.
Even Chinese experts says that China’s poverty baseline is incorrect and needs to be raised and that a figure of 20-30%% is correct. Premier Wen Jiabao quoted that there were 150 million poor people living in China at the end of 2009/ start of 2010, i.e over 10% of the population of China is living in poverty plus showing that the number has never decreased rapidly since 2004 but has increased.

Lim makes a good point about your question being in the China section. Do you pre-suppose China is the solution? Maybe!
For example, now that China owns most of our debt, we can assume China owns us. That said, we can attempt to solve both the debt problem and poverty problem by selling our poor to China. Given approaching environmental crises, it could very well be the Chinese decide to use them for food. Anyhow, this will, in turn, reduce American demand for cheap crap made in China, which will mean more remaining Americans will be buying expensive poorly made American crap.
The US has more options that Japan, of course, in that America could always sell Alaska.
Japan has always had a solution in that they just need to reinstate the samurai. But having guys walking around that can kill others or themselves at whim (honor), the population can not only be reduced, but culled of the less honorable.
Japan, alternatively, could build a giant robot spaceship and colonize other dimensions.
Ok, ok, seriously? We could have civil wars to redistribute wealth, which would shock the heck out of China since they just recently decided that was a bad idea.
Beyond that, we could, as Lim mentioned China does, lower the poverty line and, voila!, fewer people in poverty!

Dog, I would agree with Lim your question is not in the correct section. All I see you do in this section is try to promote problems between the people who read here. You are part of the problem not part of the fix. No offense but you are not the sharpest knife I have seen in here. As to your question, the poverty levels in the US are a lot different than the ones in China. I am not sure where people get their numbers but I am dealing with the US Immigration Service and the poverty levels they give me are around $ 24,000 a year. I get this number from them because to file a AOS (Affidavit of Support) you must make this plus 25% more so you can show support for a Chinese wife. I am thinking any person who makes this kind of money will live a MUCH better life than what I see in many of my visits to China.
Now as to what these governments will do to solve this problem we will wait and see. But the problem in China is MUCH greater than in these two countries combined. If you ever did care about China it would appear you would think more about the people there in China and less about the people around the world. But we know you care nothing about anything other than trying to make the people you work for happy so you will not end up in the position you are asking about. You are comparing 13 million Chinese to 3 or 4 million Americans and these Americans are living a better life than the middle class Chinese people. My Chinese family that lives in the rural area of China just north of North Korea do not have the living conditions in the village where they live that people need just to get ahead in life. They have one small school, no hospital. This what you want to ignore and ask if other countries live in worse conditions. To those of us who have traveled parts of this world people like you look foolish to be considerate. Try to go and see the world and not just repeat what some other person tells you. If you do not have the money to go see the world then stop trying to be something you are not.
Ask this question in the section you should and you might show a little more intelligence. Like what you have said before, I do not try and have questions or answers removed but I do tell people what I think. Again unlike you because all you say is what you are told to think. Have a good day.
